Discover two key protections women and children are missing out on thanks to Government delay

On Monday 15 March, Baroness Benjamin spoke to her amendment 87A to the Domestic Abuse Bill in the House of Lords. The DAB is nearing the end of its parliamentary journey and will soon become law.

Over the last few months, Baroness Benjamin has been pushing the UK Government over its failure to implement Part 3 of the Digital Economy Act 2017.

During her speech she highlighted two key protections women and children are missing out on, thanks to the Government's decision to abandon the scheme on October 16 2019.

It is utterly tragic that, having demonstrated such wisdom and vision on these issues between 2015 and 2018, the Government misjudged things so spectacularly in 2019. It makes them look so out of touch, especially at this moment when we see such an outpouring of concern about women’s safety and the implication of pornography use in those safety concerns.

Firstly: if Part 3 of the DEA had been implemented, then there would already be an independent regulator, with the power to challenge pornographic websites whether hosted here in the UK or abroad over the most violent and extreme pornography.

However, this protection currently does not exist because Part 3 has not been implemented.

Secondly: if Part 3 of the DEA had been implemented, age verification on all commercial, online porn websites would be in place, providing children and young people with an extra level of protection against online porn.
